THE CHALLENGE

Outdated systems limiting agility and visibility

 

LAHD’s legacy applications and manual processes made it difficult to keep up with the city’s evolving housing needs. The department first partnered with Ondaro (then operating as Cask NX) in 2020 to develop a novel ServiceNow application that distributed emergency rental assistance to tenants financially impacted by the COVID-19 pandemic. While that project proved highly successful, the experience highlighted deeper operational challenges: 

  • Disparate systems lacked integration, creating silos of data for critical housing programs. 
  • Manual workflows slowed the approval and tracking of rent stabilization requests and affordable housing development projects. 
  • Limited reporting made it harder to provide city leadership with timely, accurate updates on program performance. 
  • Rapidly changing housing policies required LAHD to adapt quickly, something legacy systems couldn’t support efficiently. 

As LAHD expanded its programs such as United to House LA (ULA), Rent, and Housing Development Bureau (HDB) initiatives — it recognized the need for a modern, flexible platform. To serve Angelenos effectively, LAHD needed a trusted development partner to mature its ServiceNow applications, integrate processes, and deliver new functionality under tight timelines.

  • United to House LA (ULA): Supporting affordable housing funding initiatives with streamlined application and tracking systems 
  • Rent applications: Modernizing rent stabilization and tenant/landlord assistance processes to increase transparency and responsiveness 
  • Housing Development Bureau (HDB): Enhancing tools for affordable housing project management and approvals 

Key solution highlights included the following: 

  • Dedicated discovery and design sessions for each workstream to capture detailed requirements and ensure alignment with LAHD priorities 
  • Combined sprint planning and execution across workstreams to maximize efficiency while maintaining focus on specialized needs 
  • Integration of the Development Portal with Google Drive to improve collaboration and data sharing across teams 
  • Modernization of legacy applications to improve performance, usability, and scalability 
  • Rigorous testing, acceptance, and enablement activities to ensure smooth adoption and knowledge transfer
